Non-Machine Readable Passports and Entering the US Without a Visa

If a person who is otherwise eligible under the VWP applies for admission into the US without a MRP, he or she may be granted a one-time only parole into the US.  Such a parole will not mean that the person on a later visit will be inadmissible provided the appropriate visa or MRP have been secured.  No formal application form need to be submitted and there is no fee.

The initiative is part of a policy whereby discretion is afforded to aliens who do not pose a terrorist threat, criminal threat, or a threat of contributing to the illegal population of the United States.
